PSE's Engineering Operations team is looking for qualified candidates to fill an open GIS Technical Systems Analyst position!

Job Description


Provides technical services, GIS (Geographic Information Systems) and CAD (Computer Aided Design) solutions, and analysis in the use of the enterprise GIS and CAD technologies. Assists in application administration installation, configuration and maintenance support, as well as develops solutions to complex business problems utilizing spatial analytical tools and internal and external databases; maintains high availability of mapping and associated records applications.

Upholds the safety compliance standards inherent in PSE s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities


  • Provides professional GIS and CAD technical services:
    • Provides technical assistance and consulting to other departments at PSE as it relates to GIS and Spatial technologies. Support spatial and CAD technology projects, including Esri, AutoCAD, GE SmallWorld and GPS data collection, provides support of GIS software releases and upgrades.
  • Performs business analysis:
    • Provides GIS and other spatial technologies analysis services to PSE, in support of gas and electric operations, planning, engineering, real estate and others. Provide custom GIS cartographic maps, analysis and support.
    • Helps clients translate real-world needs into practical, economical, state-of-the-art GIS solutions
    • Assists in the identification of business and functional requirements. Creates project requirement documents and specifications to be incorporated into formal contracts.
    • Completes workflow analysis of business processes to streamline and enable efficient use of GIS software and processing.
    • Provides technical skills by performing spatial analysis and geospatial processing such as:
      query software tools, statistical analysis, data density analysis, grid analysis, terrain modeling, and network analysis to solve a technical problem or implement a business process.
    • Creates high quality cartographic maps, displays, map books and presentations that incorporate charts and insets to clearly show data results.
  • Performs data construction and management:
    • Provides data integrity support for operations, maintains the GIS landbase and works with transformation tools to update the landbase from county data sets, provides tools to translate data files from and to GIS from AutoCAD files, provide publication services to operations for leak survey maps, OH map books and storm books.
    • Independently completes data construction, conversion, and quality control for GIS data sets across multiple hardware platforms and operating systems.
    • Maintains enterprise GIS land base in support of utility system mapping.
    • Maintains GIS accuracy and mapping standards.
    • Maintains land base and parcel changes.
    • Creates data set maintenance and publication procedures and metadata.
    • Analyzes database performance, troubleshoots, tests designs, and recommends operational improvement.
  • Assists with system implementation and support:
    • Assist in the configuration of the electric and gas GIS, work with the GIS users to ensure the routines, styles, configuration and applications within GIS perform as designed
    • Work with users to design new applications and functionality to efficiently and effectively maintain the electric and gas networks within GIS
    • Support users and IT by testing new releases and upgrades.
    • Assists in coordination with IT to plan, design, develop, test and monitor GIS programs and systems.
    • Performs spatial analysis of data layers to support customer needs.
    • Creates data models and processes for common routines or complex spatial analysis.
    • Carries out testing for software malfunctions and collaborate with GIS vendors to resolve application issues.
    • Delivers excellent customer service, by measuring and creating customer satisfaction, and enhances customer relationships with enterprise GIS staff.
    • Maintains up-to-date GIS knowledge and builds expertise among colleagues.

Additional Responsibilities


  • Training :
    • Provide assistance in the training of GIS, AutoCAD and Tensing users
    • Provide training in the use of GPS equipment and software
    • Assists in the coordination of training/instruction for PSE staff on the productive use of GIS and CAD (Computer Aided Design) software and databases.
    • Provides technical support in the use of GPS (Global Positioning System) tools and related technologies.
    • Assists in the preparation of training documentation, help guides and scope of procedures.
  • Assists in providing training and support of large format printers and scanners.
  • Assists with storm related updates
  • Often requires off hour work such as evenings and weekends.
  • Prepares reports and delivers presentations as required.
  • Performs other duties as assigned.

Minimum Qualifications


  • Associate s degree in geospatial systems or related field, or GIS certification, or equivalent combination of training and experience may substitute.
  • 2 years GIS experience.
  • 3 years utility or related business experience.
  • Working knowledge of electrical engineering designs and specifications.
  • Understanding of electric distribution system configurations.
  • Programming experience in Magik, Autolisp, XML, or .Net
  • Excellent integration knowledge with other information systems

Desired Qualifications


  • Bachelor s degree in GIS, geography, computer science, business or related field, or equivalent experience.
  • Working knowledge of electric utility construction standards.
  • Working knowledge of GESW and GE Power On.
  • Working knowledge of electric utility OMS.
  • Experience in Esri and analytical software systems, AutoDesk products, Automated Utility Design by SBS, database structures, and applications.
  • Experience with GPS equipment hardware and data collection software.
  • Experience with server technologies and data transformation technologies.
