The Deputy Technical Manager position is a LyondellBasell secondee position within the Joint Venture with Sinopec Zhenhai Refining & Chemical Co., Ltd. (Ningbo ZRCC). The purpose of the role is to provide guidance to the plant personnel on process safety, plant optimization, maintenance and operating performance as well as manufacturing budgets. The position reports the Manager of the Technical Department at the NZLC facility in Ningbo. The position interface to LyondellBasell is with the Global Engineering & Turnaround Intermediates & Derivatives organization POSM Global Team Lead. The position provides exposure to the global Intermediate & Derivative business, Asia Licensing team and JV management team. The position requires a strong technical and manufacturing background. It provides development opportunities in the areas of facilitative leadership, business acumen, communication, systemic thinking and cross-cultural diversity. Roles & Responsibilities o Participates in the technical management of the JV, with full access to operating data, maintenance & operating performance and manufacturing budgets, and other information as required to perform duties. Provides POSM technology expertise in these duties. o Participates with site management in ensuring that the plant operation is within known process safety limits. o Monitors, analyzes and reports plant performance criteria:
yields, energy, catalyst life, catalyst consumption and chemicals consumption. o Ensures the identification & management of changes to improve plant performance. o Provides technical expertise with planning and execution of process hazard analyses and action item closure. o Provides support to site in analyzing incidents and troubleshooting. o Assists in the development of plant modifications and operating plans. o Assists in turnaround planning, execution and plant restart activities. o Leads development and coaching of the technical team. o Provides candid performance feedback on a team of 8 -10 process engineer as needed and in support of the annual performance appraisal process. Min. Qualifications o Bachelor's degree in Chemical Engineering required. o Minimum 7 years' experience in the Chemical or Oil Industry in technical, operations and/or manufacturing support roles. o Expertise in Propylene Oxide process technology is preferred. o Two years leadership/supervisory experience is preferred. o Strong technical knowledge in unit operations and process safety management. o Proven problem solving ability. o Good organizational / work planning skills. o Ability to effectively communicate recommendations and achievements both verbally and written. o Possess sound judgment and able to interact effectively with the local plant management. This requires an appreciation of cultural differences/practices and flexibility but at the same time, assertiveness with respect to sound engineering and HSE requirements/practices. o Knowledge of Chinese culture and able to communicate in Mandarin is an added advantage. o Experience in a joint venture environment or supporting licensed technologies is a plus.
Salary Range:
$100K -- $150K
