Manager for Avionics, Power and Software

This position reports to the Orion Program Manager. The Manager for Avionics, Power and Software:
- Maintains a continuous review of Program technical and contractual status and advises the Orion Program Manager on the overall readiness of the Avionics, Power, and Software efforts. - Manages and implements Avionics, Power, and Software policy on development, certification and verification of subsystem hardware and software. Identifies key issues associated with each of these projects and presents results to the Orion Program. - Provides technical oversight of the allocated Orion spacecraft requirements to ensure that they are met and fully support the Orion Master Verification Plan, and makes technical recommendations to the Program Manager on proposed changes. - Leads baseline integration focusing on the integration of the technical baseline, resources, schedules, risks, and metrics across the office, within the Orion Program, and with external stakeholders. - Identifies programmatic risks to Orion management in the context of safety, technical, cost and schedule risks, and develops risk mitigation plans in a timely fashion in conjunction with contractors engaged in Orion development activities. - Ensures the Program requirements development and management processes are fully implemented, including environment certification, integrated operational requirements, and overall verification/certification requirements. - Monitors and controls the technical performance of the spacecraft vehicle, ground support equipment and integration and test lab/facilities for avionics, power, and wiring systems testing and verification. You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted. If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs. Qualifications:
MTQ 1- Demonstrated experience and expert knowledge of the principles and practice of human spacecraft systems design, systems/subsystems integration, integrated system/subsystem/component testing, and hardware and software Design, Development, Testing & Evaluation (DDT&E). MTQ 2 - Extensive experience and comprehensive knowledge of program management principles and techniques to meet cost/schedule/technical objectives in high risk, complex government system development enterprises.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
