Human Resources Specialist (Emp Rel/Lab Rel)

The Human Resources Specialist (Employee Relations/Labor Relations) is assigned to Michael E DeBakey VAMC Strategic Business Unit, in Houston, TX. The duties of the position include, but are not limited to:
Providing technical guidance, information, and assistance to management and senior leadership officials on sensitive, serious, and controversial employee relations issues regarding employees in a wide variety of occupations, including Title 5 General Schedule (GS) and Wage Grade (WG), professional and non-professional, and Title/Hybrid Title 38, with substantial differences in working conditions, entitlement, and occupational practices and policies. Assisting in the analysis of union and management proposals during impact and implementation bargaining. (limit characters) Researching and interpreting legal and regulatory program guidance to include case law, United States Code, Code of Federal Regulations, and VA Handbooks and Directives. Responding to inquiries and procedures for disciplinary actions, grievances, and appeals concerning timeliness, documentation, and other requirements. Advising management on the delivery of comprehensive Labor Relation services to increase the potential for positive outcome. Presenting briefings and/or training sessions to management pertaining to ER/LR topics (e.g. performance appraisals, disciplinary actions, etc.)(limit characters) (limit characters) Preparing formal correspondence on disciplinary or adverse actions for management use. (limit characters) Writing responses to grievances, unfair labor practice charges, contract interpretations or contract bargaining proposals on behalf of management. Assisting with the management of agency annual performance system and recognition programs. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Specialized
Experience:
One year of specialized experience equivalent to at least the grade GS-07 in the normal line of progression for the organization's occupation which typically include, but are not limited to:
demonstrating knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of the VA AFGE Agreement as well as other national and local agreements in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; develop and prepare clear explanations of case facts; identify and analyze numerous facts and allegations to determine accuracy and applicability to the case; and express legal recommendations clearly and concisely in oral and written form; identify, consider and advise managers and employees about relatively common issues or problems such as routine leave or attendance questions or disputes; provide guidance on HR matters, such as awards, performance, appraisals, leave cases, etc. OR, Education:
You may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or LL.B or J.D., related to this position. OR, You may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of progressively higher-level graduate education may be used to qualify. GS-11 Specialized
Experience:
One year of specialized experience equivalent to at least the grade GS-09 in the normal line of progression for the organization's occupation which typically include, but are not limited to:
demonstrating knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs provide sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of the VA/AFGE Agreement as well as other national and local agreements in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; Knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; Knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties. OR, Education:

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related. OR, You may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education may be used to qualify. GS-12 Specialized
Experience:
One year of specialized experience equivalent to at least the grade GS-11 in the normal line of progression for the organization's occupation. Examples of specialized experience would typically include, but are not limited to:
Applying advanced HR principles, concepts, and practices related to all aspects of employee and labor relations programs; researching and interpreting legal and regulatory program guidance to include case law, United States Code, Code of Federal Regulations, and VA Handbooks and Directives; providing technical guidance, information, and assistance to management and senior leadership officials on sensitive, serious, and controversial employee relations issues regarding employees in a wide variety of occupations with substantial differences in working conditions, entitlement, and occupational practices and policies; administrating performance management systems which include employees covered executive and non-execute career field systems; presenting briefings and/or training sessions to management pertaining to Labor/Management Employee Relation Topics (e.g. performance appraisals, disciplinary actions); writing responses to grievances, unfair labor practice charges, contract interpretations or contract bargaining proposals on behalf of management; and conducting fact findings or types of inquiries.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
