AS A VETERANS SERVICE REPRESENTATIVE (RATING) (RVSR) YOU WILL:
Analyze claims to determine if diseases and/or injuries were incurred or aggravated by military service in the line of duty for purposes of compensation, treatment, or hospitalization. Determine service-connection percentages of disabilities, permanent and total disability, and entitlement to compensation, pension, and vocational training. Assure proper application of the rating schedule and other applicable instructions, and is fully accountable for proper analysis, appropriate development, and final rating decisions. Provide consultative advice and assistance to Veterans Service Representatives (VSR). Participate in meetings and training sessions and lend expertise in developing VSRs skills as they relate to evidence gathering for rating decisions. Act as an advocate for Veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims. Work Schedule:

The work normally involves mental rather than physical exertion. The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers or books. No special physical demands are required to perform the work. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Contingent to the COVID-19 Pandemic declaration, fingerprinting may be unavailable at some locations. Once official operations have resumed, you will be required to complete the fingerprinting process if you were not able to do so prior to your entrance on duty date (EOD). Continued employment with the Department of Veterans Affairs is contingent upon successful completion of the entire on-boarding (suitability) process, which includes the fingerprinting process and background investigation. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience which required interpretation of evidence (medical, benefit and/or legal documentation) to assist in preparation of legal cases, to determine eligibility of benefits/services or to assist in performing clinical research, clinical or physiological studies, evaluations, or medical treatment. Examples of experience would typically include, but are not limited to:
Determining the eligibility for federal or state-administered benefits, such as:
disability, education, housing, medical and/or Veterans' benefits; Applying federal and state laws to process claims pertaining to a service, disability or benefit program; Gathering and requesting evidence to build service program case files, respond to claimant inquiries, and identify errors, inconsistencies or omissions; Explaining decisions to claimants, customers, special interest groups, dependents and/or representatives in an effort to gain understanding of determinations; Processing claims for eligibility for workers' compensation benefits to determine appropriateness and amount of worker's compensation claims; Performing, ordering and/or evaluating diagnostic tests to identify and assess patient's condition, report symptoms or changes in patients' condition, maintain accurate detailed reports/charts. Or applicants may substitute education for the experience required to qualify at the GS-09 level:
A Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Or applicants may also combine education and experience to qualify at the GS-09 level:
If you have some, but not all, of the education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. First identify the percentage of required experience you possess. Then identify the percentage of required education you have completed. For example, an applicant who has 27 semester hours of graduate level education would meet 50% of the total qualifications; (only graduate education beyond the first 18 credits hours can be combined with experience). If the applicant also has 6 months of creditable specialized experience, (i.e. 50% of the total qualifications) he/she would thus be fully qualified. If you qualify based on education or a combination of education and specialized experience, you must submit a copy of your college transcript with your application. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
