Manager for Safety and Mission Assurance/Program Risk Office

This position reports to the Manager, International Space Station Program. The Manager for Safety and Mission Assurance/Program Risk Office utilizes qualitative and quantitative risk assessment techniques to identify, understand, and control/mitigate risk. Specifically:
- Responsible for providing advice and counsel on the International Space Station to multiple commercial providers in an environment that ensures the safety of the crew and vehicle while allowing the providers to operate in innovative approaches not previously used by the government. - Establishes the overall safety, reliability, and quality assurance policy and requirements for the ISS Program; provides top-level Program guidance on safety, reliability, maintainability, and quality assurance (SRM and QA) processes and activities for each Program phase, including design, development, launch operations, flight and return; and reviews the implementation of SRM and QA activities within NASA and contractor Program activities using expertise in government and commercial aerospace and payload systems including structures and mechanisms; propulsion; power; communications and tracking; command and data handling; guidance, navigation and control; avionics; crew systems and equipment; environment control; materials and components; and thermal control. - Develops top-level SRM and QA requirements for ISS hardware and software systems. - Manages the S&MA/PR budget and schedule and the complement of S&MA/PR personnel assigned to the Program, matrixing these personnel to appropriate teams. - Provides oversight of the Program-wide implementation of assurance criteria and risk strategies. Works closely with Program line managers during all phases of the development and operations life cycle to tailor assurance requirements to the level of risk. - Reviews vehicle development, operations, and science and utilization activities for any programmatic or technical areas that pose a risk to overall Program success. - Identifies integrated Program control and engineering tools and processes necessary to generate, integrate, assess, and mitigate Program-wide risk. Coordinates the tools and processes across the Program management team. - Develops risk mitigation strategies as warranted by analysis results, which may include such strategies as recommended reallocations of Program resources, changes in technical content or manifest, applying additional expertise or attention, independent verification of safety critical functions, independent validation of critical mission scenarios, non-advocate reviews, and/or rephrasing of Program schedules. - Establishes requirements and criteria in procurement documents, and evaluates resulting proposals relative to the S&MA aspects of design, manufacturing, qualifications and testing of aerospace spacecraft, systems, subsystems, payloads, experiments, and related support equipment. You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. Qualifications:
MTQ 1- Demonstrated engineering and operations experience sufficient to assess government and commercial aerospace and payload systems including structures and mechanisms; propulsion; power; communications and tracking; command and data handling; guidance, navigation and control; avionics; crew systems and equipment; environment control; materials and components; and thermal control. MTQ 2- Demonstrated experience in analyzing, managing, and communicating overall crew and vehicle risks for a major human-rated aerospace program and the engineering and space flight operations knowledge required in resolving human spaceflight life threatening anomalies.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
